A TOTAL of 42 new homes could be built near Carlisle if the plans get the backing of councillors.

Citadels Homes has applied for full planning permission for the properties on land north of Hurley Road and east of Little Corby Road, Little Corby.

It is recommended that "authority to issue" approval with the conditions be granted to the council's assistant director of thriving place and investment.

Granting planning permission would be subject to the satisfactory resolution of nutrient neutrality and the completion of a satisfactory planning agreement.

It is proposed that the legal agreement would include a number of conditions including:

  • That 30 per cent - 12 in total - of the properties be classed as affordable;
  • A financial contribution of £46,852 (£37,020 for provision and £9,832 for maintenance) towards the upgrading of children's play space within Warwick Bridge;
  • A financial contribution of £15,212 towards the improvement of existing open space within Warwick Bridge;
  • A financial contribution of £10,319 to support the off-site improvement of existing sports pitches;
  • A financial contribution of £7,500 for a traffic regulation order for a speed limit order, its publication and implementation including all ancillary works (village gateway signage and road markings to be introduced);
  • The maintenance of the informal open space within the site by the developer;
  • mitigation to deal with nutrient neutrality.

The planning report states: "If the S106 legal agreement is not signed authority will be given to the assistant director of thriving place and investment to issue refusal."

According to the report the application site covers a total area of 2.57 hectares, consists of two agricultural fields.

The larger 1.55-hectare field lies directly to the north of Hurley Road and the majority of the field is allocated for housing in the local plan with an indicative yield of 45 dwellings.

The report states: "Hedgerows form the northern, eastern and western boundaries of the site, with a mixture of hedgerows and fencing forming the southern site boundary.

"A field gate provides access onto Little Corby Road, which runs along the western site boundary.

"The site includes a smaller field, which lies to the north of part of the larger field. Hedgerows form the western and southern boundaries of the smaller field, with a field gate providing access to Little Corby Road to the west, with post and wire fences forming the other northern and eastern boundaries.

"The site is bounded to the north by Little Corby Hall Farm, which is Grade II Listed and agricultural land; to the east by agricultural land; to the south by agricultural land and residential development on Hurley Road; and to the west by Little Corby Road, beyond which lie some allotments and the River Eden."

The application will be considered by members of Cumberland Council's planning committee at the Civic Centre in Carlisle on Wednesday (January 31) from 10.30am.
