A TWO week jail term has been handed to a Carlisle man who was once dubbed the city’s “Number One Nuisance.”

Andrew Bell, 45, appearing at the city’s Rickergate court, pleaded guilty to using threatening words or behaviour with intent to case another man, named as Alan Meyer, harassment, alarm or distress.

He committed the offence on January 12.

After hearing the details, magistrates jailed Bell, saying the offence was serious because of the defendant’s “extensive” criminal record and because he was under the influence of alcohol when he offended.

Bell has repeatedly been jailed for public order offences over the years and had such a long record for such offences – nearly 200 by 2021 - that he was once described as the city’s most persistent public nuisance.

Court papers record Bell's most recent address as John Street, the location of a hostel for homeless men.
