The opening hours of the new facility are set to be from 10am to 9pm seven days of the week.

An officer's report from the city council said: "The proposed Chinese massage parlour, which is a main town centre use, would be compatible with the range of commercial uses within the immediate vicinity of the application site and would provide a contribution to the vitality and viability of the city centre by virtue of creating an additional business use.

The officer's report went on: "It is evident that the change of use of No.1 Spinners Yard will result in no alterations to the external appearance of the building and will have no internal structural alterations.
