Uncertainty about the future has led one town council not to fill a ward vacancy.
Cllr Stephen Ashworth, of Maryport Town Council, said he felt there was no point in holding a by-election or co-opting anyone to fill the vacancy in the Ellenborough ward.
"We can't fill a post when are not positive about what we are asking. We can't ask people to give up their time when we don't know what will happen to Maryport council under the new Cumberland authority comes into power on April 1 next year."
Cllr Linda Radcliffe agreed that it was unfair to ask someone to fill the vacancy when nobody knew what was going to happen.
