Emergency services were called to an incident in Workington after concerns were raised over a possible suspicious letter.
Police and fire crews all attended Allerdale House this morning and the area around the home of Allerdale Borough Council was closed off.
A statement from Cumbria Police said that tests on a substance were found not to contain anything hazardous.
A spokesman said: "Emergency services were in attendance at Allerdale House following concern around a possible suspicious letter.
"Officers were contacted at around 10:40am today (July 27) alongside partners from Cumbria Fire and Rescue.
"Tests carried out by Cumbria Fire and Rescue on the small amount of substance could not identify anything hazardous. There was no risk to the wider public."
