Time to close Carlisle's grotty underpass?

A grotty underpass that links Carlisle’s Upper Viaduct car park with James Street swimming baths could be closed for good.

We have totally the wrong attitude in this country to issues like this. I use the underpass regularly, it is full of broken glass and it stinks of urine. It needs a good clean up, get the cider club who congregate there or a community pay back team to give it a lick of paint. Get the youth who congregate cause the damage to fix it and they are more likely to respect their own efforts. Also the odd bit of monitoring by the boys in blue wouldn't go amiss.

Surely its just a value for money question. How much use does it get? What is the maintenance cost and what would be the cost of better lights/ refurbishing etc. I walk that way a lot and never use it because I prefere waiting at traffic lights to walking though a dark damp space smelling of urine.

Who cares if they close it - there is a perfectly good crossing on the road, which is much more easily accessible anyway

I agree with Brian about closure of public rights of way. Can't clean, won't clean? What happened to public footpath near Silloth street that linked onto Dalston Road near CN Group ? It is now closed because of similar uncontrollable elements. Now fenced off with signage PRIVATE LAND. Stuart. It is clear enough public knowledge that road kill and injuries are up on previous years figures. This week being broadcast recently on the national news. I don't have to look at capitals road kills in respect of cyclists in London. Boris continues to find the answer. Bikeblog answers it is the only country he know's in the world that shares bus lanes with cyclists. The under pass is safer for pedestrians (and cyclists?) rather than road where the NSL in the city in some parts is occasionally in excess of safety limits for all road users. Driving standards (DSA) by some seem pretty low in Cumbria. In respect of driving against one way system . It was'nt just one car but many. Traffic build up? No one said it was safe to divert against national NO ENTRY signage... Cause was a road traffic accident on the Wigton Road. I was informed by a neighbour the police decided to place a vehicle at one end, waiting for drivers breaking rules. Pedestrians LOOK which way in a one-way street as drivers speed against anything oncoming around a bend in a narrow road with cars parked nose to nose correctly besides large van parking hiding...

In deaths that come to mind I refer to Shaddongate and Brampton road cyclists. Both were known experienced riders that used the road. Both locations had no cycle lanes. They still hav'nt. In respect pedestrian accidents a number have happened on McVities crossing and near the small bollards island outside the Co-operative on Wigton Road.

What right do the council have to close a public right of way? Especially if the only reason for doing so is there own failure to clean it?

Surprised that no one has proposed the usual option proposed for city centre structures that have outlived thier usefulness - convert it to a Matalan store!

Martin is correct with national pedestrian injuries now 12%. Road kills are also up. The subway is safer but steps not designed for prams/cycles. I'm very aware of road kills in the city and folks in my community injured trying to cross our busy roads. I do believe standards of driving in Carlisle are dreadful after this week crossing the single lane John street in Caldewgate. The driver's only intention was making use of the now clear roads, whilst traffic at junction of Castleway was held on a red light. Speed must have been twice NPL. Whilst writing this comment a car has been driven against the one way system again.Everyday one sees pedestrian's trying to cross Scotland Road beside the many double bollards and do drivers slow down, or stop for women and children. Caldicotes/Newtown Road crossings I myself have seen ambulances attending an injured pedestrian twice this past year. Some drivers repeatedly don't always stop at one beside McVities. Many now that have a driving license but think I believe it is more of the 007 variety. Driving excess Speed in city is I believe increasing since CNDR with 20% less traffic. Stats for Carlisle (esp average speed) and as a whole Cumbria next? Elsie tunnels are safer. If closing for elements unwanted, or just for a clean up were does it actually stop? Bitt's Victorian Edenbridge tunnel's white tiles full of grafitti, Willowholme under mainline railway leading to Sheepmount... Perhaps 'Back to question why we pay council tax?

Yes, but as long as people getting killed by subway trolls is even rarer then my point is still correct.
