Police and ambulance crews were called to a property in Warwick Road, Carlisle, at lunchtime today.
Police said it followed reports of concern for the welfare of a female. No further details have been released.
A witness said at one stage there were two ambulances and six police vehicles at the scene, just past the Premier Inn.
A police spokeswoman said: "Police were called today at 12.19pm to reports of concern for the welfare of a female at an address on Warwick Road, Carlisle.
"The incident is on-going."
