Police are warning businesses to be on their guard as distraction thieves target west Cumbria.
The two women, with what appeared to be Eastern European accents, have been reported using distraction tactics to steal from shops.
They targeted two shops in Maryport this week and at least one in Cockermouth.
Cockermouth retailer, Alan Seymour, said they appear to be in their late 20s.
"One bought a £2 item from me and handed me £50, saying she had nothing smaller. I gave her change and she asked if I could break into smaller denominations.
"As she distracted me her companion was looking at goods in the shop. When they left I discovered there was a watch missing plus the woman had shortchanged me by £20."
A Cumbria police spokesman said the force was investigating the crimes.
