Carlisle's former Hoopers store can become restaurants-cafes

A new cafe and restaurant complex planned for an iconic Carlisle building has moved a step closer to reality.
Agents for the former Hoopers department store, on Castle Street, have been in talks with a number of restaurant chains.
They have now secured planning permission to transform the ground floor of the building – which has stood empty for more than a year – into three separate units.
They hope a dining complex will give new appeal to Carlisle’s historic quarter, after struggling to market the building for retail.
The news follows revelations that Carlisle’s Civic Centre could be flattened to make way for a new shopping development. These ambitious plans would see the Rickergate area become a shopping and leisure hub.
The former Hoopers department store – previously Bulloughs – was unable to survive in its Castle Street location.
Agents Tushingham Moore have been trying to market the building to new clients since it closed in March 2013. They said that although the building was designated for retail, its location – slightly off the main shopping area – had posed a real problem.
They started looking at other uses and early indications were that a designated restaurant complex would be attract new businesses.
They have now secured permission to turn the ground floor of the huge store into a destination focused on dining out.
A planning application to change the use of the ground floor from retail to restaurant/cafe has been approved. The consent, granted by Carlisle City Council, is for three units plus alterations to the existing shop front.

Well you can make it into what you want but wether it works is another matter. I had a walk on Monday night conclusion city centre dead as a dodo some resaurants and pubs don't even bother opening on Monday Tuesdays those that do are invariably 10% full. Anybody who thinks Hoopers is the right place for a Cafe Rouge or wagamamaa should take a look at the night time footfall in Carlisle it ain't there.
Carlisle can't accommodate high ens stores, Primark is the best option.
