A REQUEST has been submitted to Cumberland Council seeking an Environmental Impact Assessment (EIA) screening for a potential build of around 180 homes in Carlisle

An EIA will assess the effects of development on the environment. It is required when a development exceeds 150 homes or 5 hectares.  

The request for land next to Cumwhinton Road and Garlands Road was submitted to the council on April 19. 

It has been submitted by Savills on behalf of the applicant, Northern Trust Land Limited. 

The site is currently being used for agricultural purposes. 

The land, bordered to the north and east by Carleton Cricket Club and Creighton Rugby Football Club sports pitches, itself falls within the Carlisle District Local Plan. 

The request reads: "The development proposal comprises the construction of around 180 dwellings, with the main highway access to be taken off Cumwhinton Road, and a secondary access point at Garland Road.

"The proposal intends to provide a pedestrian link to the recreational ground to the north of the site, with pedestrian entry points also adjoining an active travel link running parallel with Cumwhinton Road at the southern boundary of the site.

"The internal road layout consists of one primary road, with houses accessed off this road and the secondary streets.

"Due to the topography of the site, the housing land is broadly split into two areas to the east and west, with an embankment to provide greenspace between the two areas to create level development plateaus.

"Play space for young persons will likely be incorporated, along with significant levels of planting," it reads. 

The land does not have any documented planning history available.

However, there have been recent relevant developments in areas surrounding it.

A plan for 189 dwellings proposed by Gleeson Homes was approved and completed fully in 2015.

To the south is the site of an application submitted by Gleeson Homes for around 171 homes, which remains undetermined.
