A MAJOR new development looks set to be approved for Carlisle, with the creation of an estate of more than 700 new homes to go before the city's planning committee next week.

Officers at Carlisle City Council have recommended that planning permission be granted for the creation of 722 new homes plus some open space on land between Wigton Road, Peter Lane And Dalston Road - subject to a section 106 agreement.

The section 106 agreement would mean an investment of £716,787 into the area, and include the creation of a children's play park, artificial sports pitches, as well as an on-site fitness trail.

The site would provide a range of detached, semi-detached and terraced properties, ranging from two-bedroom to five-bedroom properties, with the majority of the homes having three bedrooms.

Developer Persimmon Homes have said that a large area of open space would be provided at the northern end of the site, incorporating allotments, a children's play area, a multi-use games area, an informal kick about area, areas of informal open space and two attenuation ponds.

Other small areas of open space would be provided throughout the site.

The proposals have faced 47 letters of objection and one letter of support - with key problems being raised around school provision in the area, the impacts of the plans alongside the proposed new 'garden village' in the city, as well as the impact on wildlife and biodiversity.

In its response, Dalston Parish Council noted that there is no provision for a school.

Another objector added: "Cummersdale, Newlaithes and Dalston schools are already all full to capacity, 700 homes average of say 1 to 2 children per home, there just isn't the primary school space for this number of children within their catchment area."

Concerns have also been raised around an alleged lack of joined-up thinking regarding the 10,000 homes already set for across the road in the St Cuthbert's Garden Village.

One objector quoted in the officers' report said: "How have the plans been allowed to be developed in isolation from the Garden Village proposal? The Garden Village will have 10,000 homes, there is no need for another 750 on the other side of the road."

Another said: "This urban sprawl out from the City (offensively and erroneously called a 'garden village') and the trashing of the pretty village of Cummersdale, will undoubtedly force the existing residents of both Cloverfields and Amberwood to flee your vandalism of the area."

Outline planning permission was granted on the site and on adjoining land for a maximum of 850 new homes in November 2010.

As part of a design and access statement, Pegasus Group (working on behalf of Persimmon Homes said: "Persimmon Homes’ vision for the development at Dalston Road is an opportunity to create one of the best places to live in the City District of Carlisle.

"A landscape-dominated new place to live, study and play, taking inspiration from the surroundings as well as recognising new approaches to urban design and master planning."
