A man has been captured on CCTV dumping black bin bags full of rubbish on the road at the side of a church.

On Tuesday, the man, who was being driven in a blue Audi was caught on camera heading to the top of Winterton Road in Darwen.

The footage, which was posted and shared on Facebook, showed the car park up next to St James' Church.

The man exits the vehicle holding a black bin bag, before he moves off camera and dumps it further up the road.

He then returns to his car, opens his boot, grabs another bin bag, and flings this to the side of the car against a wall.

The CCTV was captured by a nearby resident who said: "As if the area is not messy enough already there is just no need for this.

"I'm forced to clean up all the rubbish around my area after work and I don't appreciate rubbish being dumped outside my doorstep.

"The person doing this obviously doesn't care about our area, they have done it before, but the camera was faulty.

"We literally just fitted a new camera last weekend, and this time caught him red-handed.

"It makes me really mad; I've not a lot of time as it is and then I have to clean up after scruffy people like these.

"You can't win at the minute.

"The park on Olive Lane is also a right mess, and the last thing I want is my doorstep being filled with rubbish."

The man said unfortunately it is a minority of people spoiling the borough for the majority, and illegal dumping happens close to where he works on Pringle Street in Blackburn.

He continued: "It happens a lot at the side of my work and the alley at the side of Audley Hall Mill gets used as a bin by the residents way too often. The council are forever cleaning it up."

The resident said that the council need to do more to combat the issue and suggested changing the situation at the tips, adding: "The 'book a slot at the tip' idea clearly isn't helping, maybe if they let five people in at a time things could get better."

People took to Facebook after the video was posted to express their disdain with one user saying it 'beggared belief'.

The user wrote: "He's so casual about it, I don't think it's the first time he's done this."

And another commented: "It’s so easy to book a slot at the tip so why?"

While one person added: "What ideally needs to happen is to give him the biggest possible fine and then publicly name him as a deterrent to others."

Councillors in Darwen have struggled to educate residents about fly-tipping for a long time, with town councillor Roy Davies saying it is an issue that needs resolving.

He said: "The trouble is, people still don't know how to dispose of their waste. They have to pay £7 to go to the tip if they want to get rid of things that don't fit in their bins, so they fly-tip because they don't want to pay.

"There's also an issue with recycling - bins are always being contaminated.

"It's a blight on Darwen."
