An application for the building of a temporary hub of container units near Carlisle Castle at Bitts Park has been submitted to Carlisle City Council.

The plans seek to provide low key food and drink outlets to Bitts Park, adjacent to the playground and outdoor activity areas.

The application addresses any concerns that may arise with regards to the close proximity of the development to the historic grounds of Carlisle Castle.

The documents read: "To consider the impact of the container project upon the nearby Castle it needs to be balanced against the immediate surroundings and the longevity of its proposed existence".

It adds: "Overall the impact to the heritage asset is a minimal one but positive in its outlook and vitality".

The developer feels the plans enhance current use of the site for "social interaction and enhanced services to the playground and adjoining parkland facilities".

There are at present no facilities for parents and children or for park users generally apart from seating and pathways. For the applicant, the raised mound where the units will be situated is "ideally suited for a café and mixed use outlet, overseeing the playground and offering protection from the weather".

They added: "It improves and enhances the facilities the Park currently lacks. It can be compared against similar short term installations such as the annual fireshow, the fairground attractions and music events. From a land use aspect, the proposal sits well with current activities and enjoyment of the parkland and pose no conflict."

This leaves the visual impact of the project when set against historical features. English Heritage offer guidance on such sites in their publication “Building in Context ” where they look for "a positive and imaginative response to any problems and constraints ” and “that if new open space is created it will provide a positive benefit and have a genuine use.”

The documents address these concerns stating: "As the containers are to be installed for a limited period there will be no long term impact, only short term."
