THE COUNTY OF CUMBRIA (U2650 CENTRAL WAY, WORKINGTON, U7003 THIRLMERE, C2057 GRANGE TO SWINSIDE AND B5289 HIGH HILL, KESWICK) (TEMPORARY TRAFFIC REGULATION) ORDER 2020

NOTICE IS HEREBY GIVEN that the above Oder ("the Order") made by Cumbria County Council on 4 August 2020, which became operative on 10 August 2020, because of the likelihood of danger to the public as a result of the COVID 19 Pandemic and to minimise the risk posed between motor vehicles, cyclists and pedestrians whilst following Government social distancing guidelines and to provide a safer way to travel to work, access town centres, local amenities and reduce the need to utilise public transport, and which would otherwise expire on 10 February 2022

: has been continued in force with the approval of the Secretary of State for Transport until 9 August 2022, in respect of the following restrictions, as detailed in Articles 3,5,6,7, and 8 of the Order, namely:

Article 3 ■ Prohibit any motor vehicle from proceeding along that section of the U7003 Thirimere, from its junction with the A59I extending in a south westerly direction for approx 1.2km, thereby allowing access for pedestrians and cyclists only and die exempted vehicles detailed at (iv) and (v) in the Exemptions listed below.

Alternative Route for motor vehicles: via the unrestricted section of the U7003 on the eastern side of Thirimere and the A59I on the western side of Thirimere. Article 5 - Introduce an approx 1.5m width With-Flow Cycle Lane on the east bound carriageway of the B5289 High Hill, Keswick, (which will be segregated from the main carriageway, by carriageway markings), the effect of which will be to prohibit any vehicle, other than a pedal cycle, from proceeding along that cycle lane from its junction with the A66, extending in an easterly direction for approx 600m, and PROVIDING ALSO that such pedal cycles proceed in an easterly direction only. Article 6 ■ Introduce an approx 1.5m width With-Flow Cycle Lane on the west bound carriageway of the B5289 High Hill, Keswick, (which will be segregated from die main carriageway, by carriageway markings), the effect of which will be to prohibit any vehicle, other than a pedal cycle, from proceeding along that cycle lane from its junction with die A66, extending in an westerly direction for approx 600m, and PROVIDING ALSO that such pedal cycles proceed in a westerly direction only. Article 7 - Prohibit any vehicle from waiting, at any time, on any day, or from loading/unloading at any time, on any day (including Blue Badge Holders), along both sides of the B5289 High Hill Keswick, from its junction with the A66, extending in an easterly direction for approx 600m.

Article 8 - Prohibit any vehicle from proceeding at speeds in excess of 40 miles per hour, along that section of the B5289 High Hill Keswick, from its junction with the A66, extending in an easterly direction for approx. 420m, except for the exempted vehicles detailed at (i) and (iii) in the Exemptions below. EXEMPTIONS:

Nothing in the Order to which this notice relates shall: (i)Apply to emergency service vehicles, in the performance of their duties but only in respect of die speed restrictions detailed in Article 8 above; and

(ii)Apply to anything done with the permission or at the direction of a police constable in uniform; and (iii)Apply to vehicles falling within regulation 3(4) of the Road Traffic Exemptions (Special Forces) (Variation and Amendment) Regulations 2011 when used in accordance with regulation 3(5) of those Regulations, but only in respect of die speed restrictions detailed in Article 8 above; and

(iv)Have the effect of preventing vehicular access/egress to/from

High Bridge End Caravan and Camping Site and residential

properties within the restricted extents but only in respect of

the restriction detailed in Article 3 above; and

(v)Have the effect of preventing vehicular access/egress to/from

the United Utilities Treatment works site but only in respect of

the restriction detailed in Article 3 above.
