Plan to vary level of council tax discount in Cumbria

Buy-to-let landlords could be hit by changes to the council tax discount on empty property.

Carlisle City Council is planning to take new powers that allow local authorities to vary the level of council tax discount, which used to be the same throughout the country.

Currently, unfurnished homes unoccupied for up to six months are not liable for council tax. But from April the council is proposing to make owners pay 50 per cent of the full rate.

A report to the executive says: “These are primarily properties that are changing owner or tenant and the six months allows for the exchange of contracts/new tenancy agreements.

“All persons affected would have to factor the discount reduction into their budgets. It might encourage faster re-letting or re-occupation of empty homes.”

After six months, owners of unfurnished empty properties get a 50 per cent council tax discount. This would reduce to 25 per cent or, if the property was empty ‘long term’, there would be no discount at all – the full amount of council tax would be payable.

In addition, homes deemed to be “uninhabitable” can avoid council tax for up to a year at present.

Here, the council wants to reduce the discount from 100 to 75 per cent.

These measures would raise £798,000 across Carlisle district, although the city council would keep only £98,000.

The rest of the windfall would be shared by Cumbria County Council, the county’s new police and crime commissioner and parish councils.

The executive is backing the changes, which go before the full council for approval in the New Year.

The 25 per cent discount for single occupancy is not affected.

Have your say

Seems to be a lot of Quangos still on the go that Cons Cameron promised to reduce. Plus it is untrue that there is such a huge deficit read all the peoples really do need to wake up and smell the coffee before it is too late.

Anyone any ideas on how to stop the Cons LabourLib Dem pact of swinging from one to the other and note how one party rubbished and blames the other so that next time Election is due you will vote for the Party who rubbishes the other that is how Cons got in for 18yrs and they're always the meanest.Hey ho they're going to be increasing VAT to 25% you the peoples must not allow this to happen but no doubt everyone will sit on the bums thinking nothing they can do to stop it all.

There are more of us than them.

It is the fact that there is the expectation that one or the other Main Parties will get in again whilst they work on the masses by planting ideas known as Psy Ops psychological conditioning.

Time for change because they do not have any of us the peoples best interests at heart they just rob us all and that means this newspaper staff too !!

The Government, Councils wont be satisfied until all the money we earn is paid to them in tax, or some other ways. I would like to know how much tax everyone pays on each Pound they make. Factoring everything from Income tax, National Insurance ( which is a tax) Vat, fuel, etc. They won't be satisfied until they have it all.
