Persimmon given go-ahead for new housing estate on edge of Carlisle

A scheme for 103 detached homes on the outskirts of Carlisle has been given the go ahead, nearly a year after councillors approved it in principle.
Persimmon Homes Lancashire wants to build at the corner of Dalston Road and Peter Lane.
City councillors agreed last November to grant outline planning permission once Persimmon signed a binding agreement to pay for road improvements, green spaces and a contribution towards a new primary school.
The company also had to agree to include 48 ‘affordable’ homes as part of the development, either for sale to locals at a discounted price or for rent through a housing association. The agreement was signed off only last month and planning consent has now been confirmed.
However, work cannot start until a further ‘reserved matters’ planning application is approved, detailing the precise layout of roads and the style and finish of individual properties.
This was tabled in October but has yet to go before councillors.
It shows a mix of three, four and five-bedroom detached houses, all with parking and gardens. The main access for vehicles is from Dalston Road.
Persimmon’s scheme takes the total number of new homes approved at Morton to almost 1,200.
The Church Commissioners won outline consent in 2010 for 825 homes between Morton Park and Peter Lane while Persimmon received permission last year for 253 homes near The Beeches in Wigton Road. Work on that development is underway.
All three housing schemes for Morton have been in the offing for more than 10 years.
They were ‘called-in’ by civil servants in 2001 to consider if there should be a public inquiry.
But government ministers decided in 2009 that an inquiry was not needed.
