More parking tickets issued in Castle Street than anywhere else in Carlisle

More parking tickets are issued in leafy Castle Street, by the Cathedral, than anywhere else in Carlisle.

Figures obtained under the Freedom of Information Act show that 850 tickets, or penalty charge notices (PCNs) as they are called officially, were slapped on windscreens in Castle Street in a 12-month period.

Portland Square was close behind with 808 and Cecil Street third on 624. All these streets are disc zones where drivers can park free for a limited period.

Most PCNs were issued for failing to display a disc or staying too long.

The anomaly is Wilfred Street, between Cecil Street and Portland Square.

It is only a few yards long but still saw 214 PCNs.

Of the car parks, Town Dyke Field, which is popular with shoppers, topped the PCN table with 621 followed by the Sands Centre car park with 551.

Again, most were issued for failure to display a ticket or staying too long.

A total of 140 PCNs were issued at Talkin Tarn, near Brampton, where parking used to be free.

Carlisle City Council is responsible for on-street parking enforcement acting as the agent of Cumbria County Council, which is the highways authority.

The city council also polices its own car parks, Marks & Spencer’s car park in West Walls and the county council-owned car parks in Lowther Street and William Street.

It employs 11 traffic wardens, officially called civil enforcement officers, who issued 15,215 PCNs in the period covered by the Freedom of Information request.

There are two types of PCN. For serious offences – such as parking at a bus stop, disabled bay or on yellow lines – the penalty is £70 reduced to £35 if paid within 14 days.

For less serious offences, such as overstaying in a disc zone or not displaying a pay and display ticket in a car park, the fine is £50 reduced to £25 for prompt payment.

The council collected £315,200 from on-street PCNs in the last financial year and £85,132 from car parks.

The money goes towards wardens’ salaries and administering residents’ parking permits.

Big changes are likely in the year ahead.

Cumbria County Council is proposing to introduce charges for on-street parking in town centres.

That could see parking meters in places such as Portland Square and Cecil Street by next summer.

What do I think of that, Forced - just wrong and incorrect. If you want another city that has free but time limited parking, try Wells in Somerset.

However it is interesting that Castle Street seems to be targeted.It is a lot more difficult these days to get in and out of the 'historic core'.
