Couple win approval to create spa in Carlisle park

A couple have been given the green light to transform their cottage into a spa.
Rachel Salmon and Daniel Ferguson say their business – Rickerby Retreat – would create a dozen jobs.
They plan to offer a jacuzzi, sauna, steam room, gym, treatment rooms and cafe.
Rickerby Cottage, in Rickerby Park, Carlisle, already has a swimming pool, jacuzzi and sauna that have been let as a private facility for more than 10 years.
Councillors gave the scheme the thumbs up on Friday, after previously deferring for a site visit.
The cottage is a two-storey building which sits in extensive grounds and lies within the Rickerby conservation area. The original application had included 12 camping pods but they were removed under the revised plan.
The council received 15 objections – including one from the Friends of Rickerby Park – and 13 letters and emails supporting the proposal.
Objectors say the spa would bring more traffic and have an “adverse impact” on the Rickerby conservation area. Supporters say it would boost the tourist economy and provide a useful amenity for local people.
A member of the public, who said he was speaking on behalf of residents nearby, said there were concerns about a commercial development in a predominantly residential area.
“We question whether this is the right development for this location,” he said.
Simon Price, who spoke on behalf of agents RCA Interiors Ltd, said they had designed plans to reduce traffic disturbance to residents. He said the project would provide a boost to local construction and tourism jobs.
Willie Whalen said they had to promote business opportunities in rural areas.
Meanwhile Councillor Doreen Parsons added that she felt materials from a wall that would be demolished under the plan should be reused.
