Ninety new staff car parking spaces are planned at the West Cumberland Hospital.
North Cumbria University Hospitals NHS Trust is applying to Copeland Council to convert land at the Whitehaven site.
Last month, tough new parking rules were introduced at the hospital with UK Parking Control (UKPC) wardens patrolling the site 24/7 issuing fines to all vehicles flouting the rules.
Bosses say all vehicles must be parked in a marked bay and have a valid ticket on display.
Parking on yellow or red lines, hatched areas, grass or pavements will not be tolerated.
Disabled bays and drop off points will also be policed.
Chief executive Stephen Eames said the move was safety-led.
"This has worked well at the Cumberland Infirmary so we expect the same positive impact at West Cumberland Hospital," he added.
