The driver of a Cumbria police van caught on a motorist’s dashcam pulling into the path of his car near the scene of a fatal crash has been identified.

The dramatic incident happened on the A689 north of Carlisle, a few hundreds yards from the junction where mum-of-two Lauren Filer, 27, died as her Peugeot 208 collided with another car next to the turn-off for Walby Farm Park.

Four more people – including two children – were injured.

The dashcam footage of the incident came from motorist Paul Kipling, from Roadhead, and was recorded earlier this month, three months after Miss Filer died.

Mr Kipling was driving towards Carlisle along the A689 when the marked police van pulled out of a side road and into his path.

He said he was horrified that a police employee could carry out such a manoeuvre.

In a statement, a Cumbria police spokeswoman said: “Our Professional Standards Department have recorded a complaint, identified the driver of the police vehicle and are investigating the incident.”

At the time of the incident, neither the sirens nor the blue lights on the police van were activated. It happened as Mr Kipling, a married father-of-one, drove at just under the 60mph speed limit at 4.35pm in dry, sunny conditions.

Mr Kipling said he had to brake hard.

Commenting at the time, he said: “I find it shocking that less than three months after that fatal crash, a police driver pulls such a reckless and dangerous move right there in front of me in almost the same spot.”
